Sir,
I have the honour to request your sanction under Colonial Regulation No. 281 for the expenditure of a sum of $23,633 in respect of liabilities incurred in connection with the Anti-Japanese riots of September, 1931. Of this total a sum of $3,633 was brought to account in 1931, and the balance in 1932.

The consent of the Finance Committee to this expenditure has been received and the adoption of their recommendations will be moved at the next meeting of the Legislative Council.
3. I enclose copies of the memoranda No.177 (1931) and No.12 (1932) explaining the items.
